It depends on what the other two are...

without full immersion, expect it to take some years. A little less if you learn some esperanto first.
(one year of esperanto + 3 years of french classes is better than 4 years of french)

If your "second language" is a romance language (no cupids or hearts and flowers, but a language the stems from Latin, therefore "romance" in the sense of the Romans), it may not be too difficult. But the bitter pill is that you immerse yourself in French. Hearing it spoken is as important as seeing it written. A French girl or boyfriend is ideal to learn it quickly. Old foreign films with subtitles instead of dubbing really break the ice and show how a language functions.

If you can't stomach France, try some time in Quebec, but these are famously unfriendly people towards Amis.

Otherwise, translate your hobbies, interests, etc. into French. If you're into cars, learn the French for describing the dynamics of an automobile. If you're into cooking, learn what that rich tapestry of language means for each dish. You know, Americans think of Bistro's as some sort of elegant quasi French experience. To the French, it's simply where one goes to QUICKLY get a "croque monsieur" (a grilled cheese sandwich with a slice of ham) and "une blonde" ( a light beer)-kinda like "Jack's Sandwich Shop."

Yeah, French as a third language is that deep and intimidating. But what a pay off.

Well, you could learn esperanto on the side... it works on english native-speakers and it worked on me.
Its clear structure teaches you things, without you having to worry about grammatical gender or irregular verbs, and it's vocabulary has many words that french has too.

Other things you can do is read books (even comics or childrens' ) and watch interesting movies with decent subtitles

Yes, you are right, two periods a week is nowhere near enough. You can accelerate your learning process by using French every day, whether in conversations with native speakers, reading books and newspapers, watching excellent films, or whatever will increase your motivation. You might consider getting a different teacher or a private tutor. Sometimes a bad teacher can make you reluctant to learn. French has enough in common with English that your knowledge of English should help you, once you adjust for the basic differences in pronunciation.

I think it depends on what you want to learn. I am French and I think if you want to learn grammar or things like that then you should learn it in school.
Otherwise you can do what I do for learning English I am watching English movies with subtitles and I go to random internet sites and I talk with English speaking people.
If you wish, you can send me a mail here, I would be happy to talk with you.
I could teach you French and you could teach me English :-)

the cheapest and most accessible way is to have a software, so that whenever and wherever you may be, you can practice. But if you still have a year, try to enroll on a french class, plus the software.. then lastly try hangout with french people just to test how you can practically use the language.. who knows, you might also gain some friends..
